Abstract

Rising income and wealth inequalities (hereafter called “wealth inequality”) around the world continue to spur the call for annual wealth taxes (AWTs) to be implemented to mitigate the problem. However, AWTs are complex to implement and limited in being able to substantially reduce wealth inequality. Resultingly, governments should instead consider an economic policy reform strategy that increases investment through domestic revenue mobilization – specifically using listed investment funds such as the World Bank’s Issuer-Driven Exchange Traded Fund Program. The economic policy areas and recommended economic reform strategy in this article support the United Nations Sustainable Development Goals 8, 9, and 10.
