The focus of the 89th Texas Legislature was the passage of education savings accounts, or school vouchers, for the P–12 school system. In higher education, the Texas Higher Education Coordinating Board recommended additional funding for enrollment growth and inflation, as well as improvements to the state’s new community college performance funding model.
