Abstract
Starting from the InterPARES statement, the emergence of metadata caused some questions about the purpose of archival descriptions. As Duff said, will metadata replace archival description? And a question, will metadata make up archival description? The aim of study is to explore the history, practices, standards, and challenges of metadata in ANRI. The study used a qualitative approach with a case study. The finding is metadata development in ANRI related to archivist thought, international community standard and application, and national policy. There is a need to use and share information and consolidate fragmented documentary history. The National Archives Information System (SIKN) and National Archives Information Network (JIKN) were born and grew. The new understanding of archival data, namely, data about archives (metadata) and data contained within (the contents of) archives. To manage metadata and archive, the International Standard for Archival Description (General) (ISAD-G) was used. This standard was adopted in Regulation of the ANRI Director Number 21 of 2011 about the standard data element. This element metadata (data) is similar to archival descriptions. Metadata is a form of archival description. However, there is a challenge of metadata practice in SIKN and JIKN such a limited information due to the lack of a requirement to fill in metadata elements, consisting of only two hierarchical levels of description. SIKN and JIKN are considered to be exhibitions, because it is not an archive that files. Archives have a history that goes back, but practically, the archives that are held in the JIKN portal were only photo sheets and letter sheets.
