Performance Evaluation and Optimised Development of Rural Industry Revitalisation in China’s Poverty-alleviated Areas: A Case Study of Five Ethnic Minority Villages in Three Prefectures in Southern Xinjiang

Abstract:This study summarises China’s rural industrial development models, evaluates the performance of industrial revitalisation across village types and presents points of reference for consolidating poverty-alleviation achievements and for advancing rural industrial revitalisation in poverty-alleviated areas. Based on an assessment of five distinct village types in three southern prefectures of Xinjiang, the authors conclude that villages rated as high-performing are those that have adopted a “one village, one special industry” model tailored to local conditions and those that are supported by government policies. This approach effectively integrates agricultural labour into the secondary and tertiary sectors while safeguarding farmers’ and herdsmen’ rights of participation and rights to earnings.
