Abstract

Disaster vulnerability is a major concern today in critical systems evaluation. Understanding the dynamic behavior of critical systems is essential for effective preparedness. This study develops a System Dynamics model incorporating seven critical factors — training, healthcare, recovery, urban systems, coastal protection, economic planning, and reconstruction — and simulates their interactions to assess earthquake readiness. To capture the exposure of these interconnected factors and the allocation of resources among them, a Vulnerability Index is introduced. The simulation results show that sustained efforts across all seven factors significantly reduce vulnerability, enhance resilience, and advance the long-term sustainability of the system.
