Abstract

To solve the problem of group decision difference in strategic planning projects (SPP), this paper proposes an elimination and choice translating reality (ELECTRE) III Borda consensus optimization fusion model based on interval-valued hesitant fuzzy (IVHF). Firstly, the outranking relationship of SPP within an IVHF environment is defined. By examining the relationship between continuous entropy and cross-entropy among IVHF, the criterion weights for project alternatives are calculated. Continuous entropy quantifies the fuzziness of evaluation information, while cross-entropy measures evaluation discrepancies. Subsequently, this paper develops the IVHF-ELECTRE III evaluation method for SPP, which prioritizes projects based on individual decision-makers (DMs) assessments. This approach effectively resolves the issue of criteria compensation inherent in traditional decision-making models. Furthermore, an optimization model integrating consistency and similarity degrees is constructed to determine DMs weights. Finally, the fuzzy Borda method is employed to aggregate project ranking results, complemented by a consensus formation algorithm based on ranking relationships to refine the rankings. The final prioritization is determined through consistency and consensus verification, ensuring relatively reliable conclusions even when DM preferences exhibit significant divergence. A case study on development SPP demonstrates the feasibility and effectiveness of the proposed methodology. This method can improve the consensus efficiency of DMs and ensure the accuracy of the ranking results, which is especially suitable for dealing with complex decision-making scenarios such as SPP with fuzzy information and DM's opinions.
