Abstract
This article examines the institutional response of the Chinese Communist Party (CCP) to rapid rural population aging. Challenging the conventional “demographic burden” narrative, it advances the thesis that the CCP leverages this crisis as a catalyst for accelerated agrarian modernization. The analysis integrates historical, rational choice, and discursive neo-institutionalism with political network theory to conceptualize the CCP’s approach as a hybrid governance model. This model engineers a functional synergy between vertical hierarchical control—via strategic planning, Key Performance Indicators (KPIs), and a promotion tournament for officials—and horizontal network integration through agricultural cooperatives that adapt technologies for an aging workforce. Using a comparative case study (CCS) design and causal process-tracing, the research reconstructs the model’s mechanisms. It traces the causal chain from the discursive reframing of elderly farmers as “silver human resources” to localized implementation via cooperative networks. Empirical findings drawn from policy documents, official statistics, and case studies suggest that this synergy can mitigate farmland abandonment and stimulate gains in technical efficiency. A structured comparison with the European Union’s (EU) Common Agricultural Policy (CAP) and South Korea’s “smart farming” approach highlights the CCP model’s advantages in rapid strategic reorientation and cross-level coordination. The analysis also identifies inherent tensions, framed through Acemoglu and Robinson’s theory, as a “directed-inclusive” system where effective economic mobilization coexists with systemic risks like survivorship bias. The study concludes that institutional adaptation capacity, rather than demographic fate, determines agrarian resilience, with China’s hybrid model offering a potent, albeit politically particular, blueprint.
