1. Abstract. This article describes the problems of Russia and countries with transformed economy related to food security, the creation of regional infrastructure distribution domestic food aid (the runway) to the needy population, the preservation of the social orientation of agriculture, ensuring the availability of needy sections of the population to a healthy diet, the state support for domestic producers within the "green box" of the WTO; use of unsuitable land for organic farming, production of ecologically clean food. Expanded theoretical knowledge on informal institutions in the field of social protection, behavioral reactions, requiring on the State's actions to combat poverty, the creation of mechanisms for a combination of market and distribution relationships. On the basis of the study the authors propose a program of measures, which are classified according to spheres of influence. In the field of state support - phased expansion of state guarantees.
