Cotas trans – reserva de vagas para pessoas trans e travestis no ensino superior: primeiras iniciativas de ação afirmativa nas universidades públicas brasileiras

In this study, we analyze the regulations that establish reserved seats for transgender individuals in undergraduate programs at Brazilian public universities. We examine, among other aspects, the rationale behind these policies, their main provisions, the number of reserved seats available, the eligibility criteria, and the mechanisms for verifying the self-declarations of transgender applicants. Methodologically, we began by surveying journalistic sources and records from social movements, which helped us identify universities that had adopted reserved seat policies. We then validated this information by consulting the official websites of these universities and collecting the relevant regulations. As of early 2025, we identified 19 public universities that have implemented such policies. By combining an analysis of these regulations with a synthesis of data from news agencies and reports from student movements, we aim to contextualize the current stage of the struggle for targeted access policies for transgender individuals in undergraduate education at public universities. We also acknowledge that these advancements are occurring within a broader political context marked by the rise of a conservative movement led by the far right.
