Globalisation as a factor of training of digital personnel and intelligent machines in emerging economies: international cooperation vs. global competition

The goal of this paper is a systemic study of globalisation as a factor in the training of digital personnel and intelligent machines in emerging economies and substantiation of the perspectives and development of recommendations for optimising the influence of globalisation on these processes in view of the alternatives in the form of international cooperation and global competition. Uniqueness of this paper consists in compilation and use of the authors' classification of emerging economies by the criterion of their globalisation with differentiation of emerging economies that are closed for globalisation and emerging economies that are open for globalisation; novelty is due to refusal from usual differentiation of stimulation and restraint of globalisation. In the countries that are closed to globalisation, global competition, deregulation, and an increase in the level of globalisation to 98.50 points (38.44%) are recommended. In the countries open to globalisation, it is recommended to strengthen regulation, develop international cooperation and reduce the level of globalisation to 39.14 points (by 43.84%).
