Rebuilding Lives Beyond Traditional Destinations: Dispersal Placement and Typologies in U.S. Refugee Resettlement

This study examines how initial resettlement locations shape refugee integration by developing a typology from U.S. refugee placement data (2008–2015). Using cluster analysis, three destination types are identified—(1) Gateway Cities, (2) Rapidly Growing Small Communities, and (3) Revitalizing Communities—each with distinct opportunity structures and constraints. Two cross-cutting dynamics emerge across clusters: First, medium-sized cities have become pivotal resettlement sites; second, high-impact communities—places where refugees constitute a sizeable share of residents—face disproportionate pressures on housing, transport, and services. The analysis calls for reassessing dispersal placement strategies to better align refugee needs with community capacity.
