Digital Capacity and Access to E-Government in Brazil: Insights from Public Service Users

The study examined whether citizens’ digital skills influence their search for information and use of public services via e-government in Brazil. Using secondary data from Cetic.Br’s 2023 “ICT Households” survey, which included about 21,000 respondents, the analysis confirmed hypothesis 1 (H1): higher digital skills are positively associated with greater e-Gov use. H2 was partially supported, revealing that citizens with low digital skills are less likely to seek information or utilize digital public services.
