Redes de política pública en la cuenca del río Pánuco (México)

The network of public policies in the Panuco River Basin (Mexico) is analyzed, with the aim of identifying the structural conditions of the policy subsystem that promote an agenda for integrated, adaptive, and participatory water management in the basin in the period 2012-2022. Methodologically, an analysis of policy issues, actors, types of interactions was conducted, and processed using network analysis software. The results reveal a highly centralized policy network, dominated by federal authorities and state governments, with conflicting relationships in various identified issues. This configuration structures the network as a system of dominance and asymmetric negotiation, which constitutes a significant limitation to advancing toward a shift in the water policy of the basin.
