Post-Yugoslav Social Democracy amidst the Crisis of Left Reformism

Social-democratic camp in the post-Yugoslav space emerged as a product of the reformist tradition reconstitution through the institutional transformation of republican branches of the League of Communists of Yugoslavia. Despite the different trajectories of transition and the context of civil war, the gradual integration of these countries into the framework of neoliberal economic reforms and Euro-Atlantic institutions has produced a notable convergence in newly established center-left parties’ ideologies. This process has entailed a rightward shift, growing technocratization, and a substantial weakening of social democracy’s traditional leftist identity. Recently emerging, more radical actors on the left – typically framed as neo-reformist – exhibit a cautious pragmatism and may serve to mitigate the decline of the center-left, but not to catalyze a meaningful shift toward the left. Open critiques of imperialism and the exploration of alternatives to pro-European trajectories – including invocations of the Yugoslav socialist legacy – are often stigmatized as expressions of anti-Western sentiment or nationalism. As such, they remain politically risky for contemporary social democratic actors in the Balkans, which reveals the constraints imposed by the dominant narratives of democratic transit and geopolitical alignment. The article concludes that the most likely scenario is a convergence between traditional and new reformist actors aimed at strengthening the center-left – a process already underway in Slovenia and Croatia, albeit at the cost of the de-radicalization of newer parties and movements. If the ideological platform is thoroughly revised, reformists are more likely to shift further right toward socio-conservative positions than left toward internationalist ones, unless an unexpected radicalization emerges among both mainstream social democrats and neo-reformist actors.
