Governance as theory: five propositions

Between 1992 and 1997 he was Director of the ESRC Local Governance Research Programme. He has authored or edited over a dozen books. His two most recent publications are: Rethinking Local Democracy, 1996 (edited with D. King) and The Privatisation of Urban Services in Europe, 1997 (edited with D. Lorrain).
