왜 돌봄의 탈젠더화는 입법부 담론에서 주변화되는가?: 제20·21대 국회 회의록에 대한 근거이론 분석

The care crisis arising from low fertility and hyper-aging society represents a structural societal challenge rather than merely a welfare issue. However, policy discussions remain focused on quantitative care expansion and efficiency improvements, while fundamental reflection on gendered care structures and gender inequality is limited. Despite care responsibilities being historically transferred to women, the de-gendering discourse has been marginalized in legislation. This study analyzes Health and Welfare Committee minutes from the 20th and 21st National Assemblies to examine how de-gendering perspectives are excluded from legislative debates on care. Using grounded theory methodology, we qualitatively analyzed lawmakers’ statements and found that care policy concentrates on functional aspects, such as expanding public provision, service coordination, and labor market participation while dismantling gender power structures remains largely unaddressed and uninstitutionalized. Notably, ‘gender-neutral’ rhetoric reduces structural gender discrimination to technical problems. This analysis underscores the need for legislative strategies promoting de-gendered care and proposes policy interventions including gender impact assessment, gender aware policy design, and revaluation of care labor.
