Abstract

This study examines the effects of public sector relocation on population and employment in Jinju, which completed in 2013, the only innovative city in Gyeongnam province. The KOSIS demographics from 2000~2020 and raw data from the 2008~2019 regional employment survey are used for analysis, and the synthetic control methods of Abadie, Diamond, and Hainmueller (2010, 2015) are employed to find out the effects. It is found that the relocation of public sector has been effective in increasing the population of Jinju Innovation City, but was not very successful in absorbing the productive population (the younger population) and creating jobs in the region. Although it is difficult to generalize the results obtained from Jinju City to the whole innovation cities, we point out that innovative cities need to be carefully designed for fulfilling the purpose of balanced regional development, considering the fact that a lot of financial resource was invested for the construction of the innovative city. In addition, we present policy implications for an innovative city to become more successful.
