가족정책이 일-생활균형에 미치는 영향에 관한 연구

In spite of the continuous expansion of family policy in line with socioeconomic transformations, its performance has not been positive in many respects in South Korea. In this context, this study empirically examined the effect of family policy on work-life balance and working hours, as policy outcomes, in 26 OECD countries. Multilevel analysis was conducted using international survey data with national-level policy indicators. The study found a positive effect of family allowance and parental leave expenditure on workers’ work-life balance. However, spending on early childhood education and care (ECEC) affects work-life balance in a U-shape in which Korea is positioned at the bottom of the shape. We suggest that continuous investment in ECEC is necessary in Korea due to the characteristics of the labor market structure and the policy legacies. State-driven, quality-oriented, and flexible services should be guaranteed for working parents’ positive work-life balance.
