Work-family balance policy in Korea fails to increase birthrate or improve female employment rates due to its focus on care work and patriarchal work culture.
Abstract
Work-Family balance policy in korea has functioned as a tool of population policy, focusing on the challenge of a low birth-rate rather than discussing the aspect of Female power development and the utilization of human resources. Therefore the work-family balance policy has tried to improve the birthrate through a vacation policy and a selective childcare policy without consideration of the male-centered work culture and Famale care work. the results of this study indicate that the work-family balance policy neither achieves an increased birth-rate nor improves female employment rates. The problem of Work-family balance is not resolved through temporary policies which does not achieve a higher birth rate nor has it resulted in an increased childcare benefit fee. It is not easy to analyse the effect of work-family balance policy without a socialization of the women's care work, a discriminatory sex-typing in the family and the changes of work environment which is not famale-friendly or family-friendly. Thus this study aims to raise a question that work-family balance policy has induced women's participation into the workforce which is based upon women's care work. So this study points out that the work-family balance policy’s efficiency is not high because it does not function as the socialization or dispersion of women's care work. However, it does function as a policy that women could easily do care work and housework at home. Work-family balance policy is generally understood to be based on a gender perspective which supports women. However, it stiffens the gender ideology in terms of a care worker based on the existing gender-role. Therefore this study points out the limit of work-family balance policy and the hidden side of closet policies by analyzing the work-family balance policy from a point of gender perspective. And it also suggests a vision for a gender equality policy becoming more focused on a gender perspective, which links work life and family life.
