Thoughts on Deepening the Reform of State-Owned Geological Exploration Units for Development——Illustrated by the Case of Shaanxi Province

The 18 th CPC national congress made the strategic depolyment on deepening overall reform.In the face of new situation and requirements,how to deepen the state-owned geological exploration units reform,and which way they should take to develop,requires serious thinking and analyzing.This paper describes the reform of state-owned geological exploration units in Shaanxi Province,sorts out the main problems and contradictions existing in pushing forward the reform,analyzes newly emerged problems like the fund allocation channels,sustained preferential policies for public institutions,transition of all kinds of qualification,mining rights and loans,that are attached to public institutions,relations between public geological teams and commercial geological teams.Finally,the paper proposes four proposals: land and resources departments should guide the reform and development of the stateowned geological exploration units,set better environment by polices,establish special organizations to coordinate the reform of geological exploration units,continue to pay attention to the progress of state-owned geological exploration units reform in Shaanxi Province.
