Abstract

This article focuses on analysis of an environment around entrepreneurs and small businesses in Belarus (one of the republics of the former Soviet Union), the character of “state-entrepreneurs” and “society-entrepreneurs” relations. Part A represents results of studies which prove that entrepreneurs in Belarus have to operate in an unfriendly environment that puts barriers in their way. Entrepreneurs do not have the support of, and are not viewed by, the state authorities as an actual and valuable part of society.
