tlooto Summary

Police bodycam application methods are under scrutiny due to legal and technical limitations, with a focus on solving these issues to ensure digital evidence integrity.

Abstract

Currently, it is a global trend that most advanced countries use Wearable Police Cams, and they require field police officers to wear police cams. In October 2015 the Korean National Police Agency also enacted operational rules for Wearable Police Cams System to prevent illegal acts of public power’s abuse that may occur while police officers perform their duties, to preserve criminal investigations and evidence of crimes and to prevent violent acts such as assaults against the police. However, in actual cases, Wearable Police Cams seem to be rarely used, due to legal factors such as personal information collection and privacy infringement and technical factors such as battery continuity, night shot, and camera performance. Compared to the current status of overseas use of these equipments, the purpose of this study is to identify the problems of Wearable Police Cams in Korea and show how they can be solved by analyzing the domestic uses and the legal basis for their uses. Facing the reality of Korea’s Wearable Police Cams, we will analyze legal and technical limitations and suggest appropriate solutions accordingly and a framework to ensure the integrity of digital evidence collected through cameras.
